Extract dlclist.xml and add this line:

2.Go to:GTAV\mods\update\x64\dlcpacks
and make a folder called 69charger
add the included dlc.rpf file
3.Start the game, spawnname: 69charger
FiveM installation:
- Go to: server\server-data\resources
Drag the fivem file into resources
